This is another great photo from  Ron Armstrong.  The photo caption reads, "Canal Zone Fire Department Volunteer Drill, Ancon, June 1908".   This follows last week's photo with the same theme.  Remember the old Canal Zone joke,  "How many people does it take to change a light bulb?  Two...one to mix the drinks and the other to call Housing".  Well, with this photo, how many volunteer fire fighters does it take to hold a fire hose?  This is certainly a staged photo as the guys look petrified that their photo is being taken.  What a great laugh it was to see this photo.
