IHere is a really great old photo taken in front of what I thought was the Balboa Port Captain's Building during the construction of the Balboa Docks. This appears to be a small switch locomotive working the yard.

The picture you have up now might be on the Atlantic side.  They had several antennas in the Colon area, as there was a communication station there once upon a time in the early days.  That large building to the right looks out of place.  In Balboa that would have been swamp, probably just to the south of what is now Section I, if I am reading the photo right.

Thanks for your input Bill and concur that it must be in fact the Atlantic side..
