This photo could be  showing a refurbished Belgium Ladder Dredge ready for action sitting in Balboa Harbor. Or,  this photo could also be the tie up area where this dredge and the Clapets tied to it's side finally sank and are now seen in the modern day photo on the front page.  Whatever the situation, this was a magnificent power digger that worked for many years to make the Canal a reality.  French and American...it did it's job.
