Although hard to see, the item circled is the newly constructed Victoria Spillway.  Eventually all the shore line shown up to the spillway will be removed.  This spillway will be used to regulate water flow from the future Victoria Dump that will be used for hydraulic fill.  The dump will be the large flat area up till the hills.  This dump was later renamed.
