This is a really great photo!!  If you look carefully, you can see the Barrage Balloons up in the distance.  These balloons are flying above the Miraflores Locks.  Barrage Balloons were flown over all three locks during World War II.

Another great thing about this photo is you can see the dust and smoke rising from the dry excavation of the "third cut"  This is only photo I have ever seen showing the dry excavation in progress.
