This photo looks like it was taken in the city.  There is a cement building on the left with a rain gutter and the people are standing on an all cement area.  This was not at all common in the construction towns.  I think this is another situation of the guys finding themselves girlfriends.  Both these gals look Panamanian.  There is a bird cage on the table behind the men and plants in the strange shaped bowl on the floor.
